[Host.Outbox.Sql] Flaky tests when using MSSQL and all other containers in GitHub runner #329

The OutboxTests become flaky when the MSSQL instance is provided from the test containers running on the GitHub build agent. Example here.

If MSSQL instance comes from the Azure Subscription the tests work fine.
