This is why I picked up Zeal. I love the functionality in Dash, and was hoping to find the same with Zeal. I will be patient. . .

Is the reason this hasn't been implemented because of the way the Windows operating system works? Will it not support a code snippet app that inserts text into other applications like word, Excel, and other programs like text editors?

It was possible with the Windows versions I used but I don't know about Windows 10.

It's currently possible on Linux but Wayland will restrict the ability for applications to fake each other's input because it's a security risk. (ie. It'd have to be implemented as something like "[snippet hotkey], [type into dialog that appears], Ctrl+V" unless the compositor gave Zeal special privileges.)

Honestly, I don't see why snippet functionality should be part of Zeal. To me it's a completely independent feature, where a dedicated app might serve better.

Regarding integration with OS. Some time ago I was looking for a solution to get text under cursor when Zeal is triggered via global shortcut, but I didn't find a quick way to do that. OSes try to minimise possibilities to access other apps for security reasons. On Windows 10 it may be possible to use its accessibility API.
