Drag selected text to new location

When a chunk of text is selected, clicking on it and dragging it to another location has been a go-to technique for generations.

Perhaps that is a configuration setting? Seems unlikely since the default behavior would be to allow dragging if it were available.

Note how this even works in TextEditor ... the basic text editor installed by Linux Mint

That does not show the mouse cursor in the screenshot, but if I were to let go, it would be dropped at the editor cursor.
