Now that we're on the road to stabilizing SSG, the prerender manifest not loading in Production must be a fatal error.

This file contains critical information for the app to function as expected.

It seems this breaks the error-in-error test, although that test doesn't seem correct since if we failed to build we shouldn't be able to run next start and that fails since we try to prerender the index.js page and _error throws an error.

We could maintain the test by adding getInitialProps to the index.js page of that test suite
