Restructure image builds once we're using bootc #289

Waiting until we switch to using bootc for the image builds, but once we do:

  • Create a zeliblue-base image using all of the common modules
  • Build main images like zeliblue and zeliblue-kinoite from zeliblue-base
  • Build special images like zeliblue-deck off of zeliblue
