phpcb does not insert declare statement

Previously I let phpcb insert the declare statement instead of writing it myself.
But since the latest update (2.0.0.alpha4), phpcb does not insert the declare statement anymore.
phpcs still reports the missing declare statement with an error (Missing required strict_types declaration).
