Would you mind to state a source for that? A quick Google search didn't bring anything up, and the Wikipedia page still only lists "8":

I am Nicaraguan and currently living in the country. I tried to contact my local operators for this information. Unfortunately, this information is not documented on their web portal. I can say this took place last year. Don't know the exact date, however I have updated the Wikipedia article in regards to this matter.

Unless there are any objections, I'm going to have to say we trust the person who actually lives in Nicaragua. 😄

@BruceLampson Are there numbers begining with 7 right now or is a future plan?

Reading PLAN NACIONAL DE RECURSOS PÚBLICOS DE NUMERACION the first reserved range for future extension of cellular phones is 6. 7 is a reserved extension too but not explicitly for cellular phones

Per @weierophinney, we're going to go with @BruceLampson's word for now and merge this for 2.2.6.

Just posting a note: liphonenumber has already added support for the "7" prefix:

@Maks3w, @EvanDotPro, @DASPRiD, @weierophinney Just got back from visiting Movistar and Claro (Nicaraguan Telecommunication Providers) and confirmed that the number 7 is currently active as part of mobile numbering plan for Movistar Network. Also there is a new number added by Claro which is the number 5. Should i open a new pull request for this?.
