Is your enhancement proposal related to a problem? Please describe.
A requirement for sysbuild images is to be able to flash multiple images separately without rebooting the module, this is so that security bits can be enabled in one image without it preventing the other images from being flashed. In order for this to work using pyOCD, a new flash without reset option is needed which has been submitted: pyocd/pyOCD#1492

Once merged and a release of pyOCD is made, the version zephyr uses needs to be updated in the requirements so that sysbuild will be able to make use of this feature
