Problem

Currently we hide the root level bin for an instance unless an instance has multiple bins. However this experience has frustrated Randy (user). Hence we want to show the root level bin always.

Solution

Irrespective of how many eco-bins are present for an instance, we will always make them visible. We will always keep the eco-bin expanded by default. It's folders under it will remain collapsed unless expanded.
