Passing "-fno-sanitize-trap=undefined" to zig cc results in linker error on Windows #10374

0.9.0

Steps to Reproduce

On a Windows 10 x64 machine, run zig cc <any C file> -fno-sanitize-trap=undefined.

Expected Behavior

The program compiles successfully, and the program runs without raising an illegal instruction signal at runtime if UB is encountered.

Actual Behavior

It fails to build, and prints this message:

lld-link: error: could not open 'liblibclang_rt.ubsan_standalone-x86_64.a': No such file or directory
