TestOutlookSync is still with ms test of .NET Framework #4

2 other test suites are migrated to xUnit.
Outlook components are still with ApplicationSettings defined in app.config, thus with ms test still.
Worth of migrating to xUnit is the whole thing is migrated to .NET Core.
