welcome.txt not working? 1.7.10 (itlt 1.0.3)

I created a welcome.txt file in config/itlt/ yet it doesn't work. I saw it says to edit the file "itlt-config.toml" in the config folder but there is no such file in my directory. I have the itlt.cfg file but that has no mention of the welcome message. I am just confused on how to get it working, everything else seems to work fine.

Steps to reproduce the behavior:

1. Add welcome.txt file to config/itlt/
2. Load minecraft
3. No welcome message is present

• Operating system: Windows 11
• Mod version: 1.0.3
• Minecraft version: 1.7.10 / Forge 10.13.4.1614

Damn, I see. This is sad. I'm on 1.7.10 but I wanted this specifically for the welcome message. That's alright though I guess! I just wish there was another solution.
