Toggle for Debug menu GUII

I'd be great if we could turn this thing on and off with the mod configuration manager.
Currently the configuration manager doesn't load the GUI when ticked, until set to True within r2modman does it show up, and then we need to restart the game again to turn it off when finished.

Those of us with tons of mods don't have the luxury of the console, so this GUI is very helpful but annoying to use.

vehicle debug console command is much faster. And always works. Also the official config manager should do this. Do you have shudnal's version? That does not sync across server if I remember. Locally it should update but it does not have live server syncing
