Many of our tools and scripts assume _BPXK_AUTOCVT=ON. We should not be forcing _BPXK_AUTOCVT=ON if _BPXK_AUTOCVT=ALL is set.

We should provide best practices and update our scripts to support _BPXK_AUTOCVT=ALL if set
