Add warning when another id attempts to alter the zopen filesystem via zopen install

• In a shared zopen install, an id with r/w privileges can perform a zopen install or zopen alt, but it will trigger an error for the original id when it goes back to performing a zopen install:

***ERROR: Tools distribution is read-only. Cannot run update operation 'zopen-install'.

We should likely warn the high priv id that it will cause the original id to no longer be able to install on the filesystem.
