The error message is probably wrong and you're probably encountering this error instead.

I am having the same issue and even after dealing with SIP it's still there, i have used an older version OS and it is working the ventura is not, i think an update is needed, or if anyone knows an new bypass to the protocol without any harm or side effect please share and thanks

Your case might be different than the original poster. What kind of process are you targeting? It might actually be that it is running as root or elevated privileges. Assuming the error message you are seeing is exactly the same as in this screenshot.

same here, in most games it says running with elevated privileges disabling System Protections the game will not open.

If the game doesn't open when SIP is disabled then they probably don't want users to debug their game (or it's an iOS app running on Apple Silicon which cannot be debugged for same reason).
