Documenting Support for RTL languages, VS Code Issue 86667

From a Zowe Explorer user:

We wanted to know if there is any plan to support bidirectional support for the VSCode extensions?

Most of our COBOL is littered with IBM424 comments, and after solving the gibberish by adding '"encoding" :424' to the zosmf profile, the words are written the opposite way.
