[Sorting] Move PDS members without stats to bottom of list

When sorting a PDS, members without stats show up before members with stats. In ISPF it is the other way around - experienced mainframers may expect the sort behavior to resemble ISPF.

Describe the solution you'd like

Update the sort behavior so that members without stats are pushed to the bottom of the list.

This was a follow-up issue for a customer request. This request was forwarded to me internally.
