Improved error handling when default credential manager fails to load

Is your feature request related to a problem? Please describe.

Current issue is related to environments where Zowe Explorer is unable to initialize the default credential manager due to lack of access to the keychain.

Describe the solution you'd like

We should provide error handling to either disable credential management or show a better error that will explain better what's happening to the user.

Describe alternatives you've considered

I have attempted to use custom credential managers, but I believe we should still cover this case to provide a better experience to our users on other environments (like the browser)
