ZE reloads VS Code window when run for the first time

To reproduce, run ZE V3 in a clean environment where the .zowe directory does not exist, and notice the VS Code window flashes several times.

We need to reload the window when migrating from V1 profiles to V3 config, but this shouldn't happen when no old profiles exist.
