lib/Kconfig.debug: enable RUNTIME_TESTING_MENU

d3deafa ("lib/: make RUNTIME_TESTS a menuconfig to ease disabling it
all") causes a regression when using runtime tests due to it defaults
RUNTIME_TESTING_MENU to not set.
