I agree that Photoshop's behavior in this area is not intuitive. IIRC the Save As dialog filters out formats that are not compatible with the current number of layers.

Save As works fine with a single-layer document, which is what I was testing with when I wrote that documentation. I am considering changing that line to read:

  1. The plug-in will now be available as the AV1 Image item in the Open, Save As (for single layer documents) and/or Save As a Copy (for single and multi-layer documents) dialogs.
