This PR removes a previous hack which granted immunity from bandwidth banning for any peer using a relayed connection. In the past, this was blocked by #390 and libp2p/go-libp2p-circuit#80.
This change also required updating some libp2p deps in order to get the full mutliaddress for relayed connections.
