Enhancements:

Dialog for choosing the tag file for editing (Navigation → Edit Tag File)
Changes in symbolic links to tag file are now detected as well
Added WiseTaggerCli: a simple command-line utility for fixing tags, useful for scripting

Bugfixes:

Fix queue filter breaking when deleting files
Fix Windows installer not replacing DLLs with same version numbers.

Note: Windows binaries are now linked to Universal C Runtime. Users of Windows 7, 8 and 8.1 should install appropriate updates.
