Description of the Change
This PR applies a new order to the features screen, so more relevant features are displayed first. This same order will also be applied in the feature selection in the new step of the installation workflow.
This PR does not address the problem for mobile users, where the entire left column will be displayed above the right column. IMHO it is unlikely that admin users are changing features in a mobile screen, so I'd not consider it a blocker for 4.0.
