PSR 1.0 does not have type hinting and 1.1 doesn't work with PHP 7.0

Description of the Change
To avoid adding yet another singleton on #3498, this PR adds a rudimentary version of a DI container for ElasticPress. Although it doesn't implement any Dependency Injection per se, it is at least a step in the right direction.
