not sure what is causing the discrepancies in files and places - lost Whoops! and not sure where some of these files are coming or why they're being set as different mimetypes - like php on a folder.

I'm going to merge this partially as an experiment - I want to see what the GitHub automatic release notes will do.
The tests that are failing are because the
.envis ignored and some of the tests require its existence.This will be fixed as I plan to decouple from Dotenv entirely.
