Reimplement goTag using FieldMutateHook (#1682)

* Reimplement goTag using a FieldMutateHook

This change does not change the logic of goTag, merely reimplements it using a FieldMutateHook and sets it as the default FieldMutateHook for the modelgen plugin.

* Add repeated tag test
