This gives slightly different results to the regular DECaLSDR10 retriever. This is due to how the mag errors are done (mag errors in DL_DECaLSDR10 are larger so leaving it like that for now). Also fixed up output catalog output to include more columns (WISE if available).

Also added stuff for extinction, emission lines to be added to templates when estimating photo-zs. Not added an interface for choosing those options though as yet. Currently disabled.
