DOC: Remove setup instructions from docs website.

What's wrong with the existing documentation

The current doc has old setup instructions for the backend and the frontend desktop app.

Solution:
New setup instructions are available in the README.md file. So, remove all the sections related to setup in the docs website and make a new unified setup instructions page, which just redirects to the setup instructions part of the README file.
