Test 16 ("Check SVE2 for v9 PE") skips when SMBIOS value is wrong

If your system has v9 cpu but you forgot to change SMBIOS type4 table value then test skips.

Can it instead check ID_AA64ZFR0_EL1.SVEver value and if it shows SVE2 being present then output error line saying that system is v9 but has wrong SMBIOS value?
