Create teams to better track Issues

The idea is to create different teams, per vendor for example (team_ST, team_NXP, etc...). When a new Issue is recorded, the ARM team will assign it to the corresponding vendor team.
But the best would be that some peoples in each vendor team have the rights to assign other peoples in their team. I don't know if it is possible ?

It would be also interesting that the vendor teams have also the rights to add some labels to track the progress of the fix (under_analysis, fix_on-going, etc...) and to be able to close their own issues when it is done.
