Deduplicate tiled inference code from SwinIR/ScuNET #14476

Description

The weighted Torch-space tiled inference code that was used by SwinIR and ScuNET was copy-pasted with minor differences between the two; this unifies them (and makes sure both have interruption support too, that'd been missing in one of the pastas!).

Screenshots/videos:

None. I tested that both ScuNET and SwinIR still work on my machine.
