Show all activities for roll call if the user has no activities assigned #1745

If a user has no activities assigned to them, the "Record Attendance" view may show an empty list. The user can click "show more" to see all activities then. In this special case (no assigned activities for the user at all) it would be more convenient to immediately show the full list without the need to click the button.

And maybe we should add a tooltip / note (maybe on the "Show more" button?) explaining that the user is seeing only activities assigned to them.
