Liquidity reward manager function distributes liquidity rewards
Liquidity rewards incentivize long term participation / vesting
Capital "from the top" can receive liquidity rewards
AMM pool LPs can receive liquidity rewards
Vault users can receive liquidity rewards for minted local currency
