What is the Problem Being Solved?

Upgrade-15 should upgrade Zoe to the code currently on master. #8868 details some tests of Zoe.

Description of the Design

Pretty much a copy of replace-zoe.js. It should upgrade Zoe and update the bundleCap for ZCF.
