e2e testing: use CapData between vats (WIP) #33

prompted by "is there a way to run tests against a local node?" in discord #dev.

DRAFT until:

test-postalSvc works in both unit test and e2e mode
resore unit test mode for all other tests
- supply makeQueryTool to mockWalletFactory

- queryTool is intrinsic to wallet

- sync coreEval name w/generated files

still seems to produce unhandled rejection

- expose wallet's query tool

lots of changes. hm.

- provide makeQueryTool to walletFactory

- marshal context is intrinsic to wallet
