The script https://github.com/Alan-Jowett/bpf_conformance/blob/main/.github/scripts/build-libbpf.sh pulls the latest from libbpf, which causes the builds to be non-repeatable. Instead, it should clone the repo by tag to ensure builds are repeatable.
