Update scanner code

@eduardocorrearaujo, the scanner.py module here in this project, is what prepares the data for the Epi-scanner webapp.

Since we have already made some improvements to the code, in our dengue-sc repo, we need to update this version so that The web app is running our latest version.

@fccoelho, we need to proceed with the refactoring in the epi-scanner repository to remove duplicated code, such as scanner.py, to prevent potential confusion :):
