RockBLOCK Control Task Fixes
Add more robust response checks.
Added command start flag: 0xFEFE
Remove invalid +SBDRB:\r check, RockblockControlTask now reads until start flags before processing commands
Changed command end flag from 0x00FA to 0xFAFA.
Lowered same rockblock mode timeout from 30 minutes to 10 minutes.
Fix bug with the SFR Override max value check
