Fix PR tests

Description

This action will be setup so that it has to run green in order to be able to merge to main.

Old test workflow did not work because it tried to use Sonarcloud without the necessary setup. We can consider whether we want to use Sonarcloud down the line and how it should be configured - maybe after talking with some other teams who use it. Searching Slack I could only find people having issues with it (and stopping to use it).
