2022-02-10.AC2 F2Quiver bugfixes

a ton of issues of F2Quiver are fixed.

The release file grows bigger because full docs are included.

2021-09-14 build, with libfftw3f statically linked

Compared to previous release 2021-09-14.AC, this one links to libfftw3f statically, so that you don't need to provide another libfftw3f-3.dll.

2022-02-10 build

Finally we have a release that builds correctly since the 2021-09-14 release.
This release corresponds to upstream 2022-02-10 release.

The release zip also includes HTML docs.

Update: added static fftw3f build artifacts. All future releases will only include the static build so that you don't need libfftw3f-3.dll.

The binaries are for Windows.
