Fixing blank ZoneTypes

Some records have a blank "" Zone registered to the Settlement

Initial release! Tests OK, functions are basic but working. More work needs to be done on optimizing the library storage since we are including the full Postal Code database. It can most likely be compressed for distribution and then uncompressed once installed.
