Policy: Admob Rewarded & Rewarded Interstitial ADS Issue

Google Complains about the rewarded ads not allowing users to view content when rewarded ads are not loaded.
They said it is a broken functionality and should be fixed.

This means that if ads is not loaded or shown users should be allowed to continue to view content and a popup can show error loading ads or ads is not ready or something similar.
Please fix this in next update.

Admob also complains that interstitial rewarded should be placed in natural position and it should allow users to be able to stop the ads from loading incase they are not interested. e.g. showing a 3 secs counter screen that says ADS will be loaded in X seconds before rewarded instersitital is loaded. A cancel button will also be added.
X will be counter from 3 to 0.
