Updated .Net SDK docker image from 2.2 to 3.1

Also updated the test project to target .Net Core 3.1 and the Microsoft.NET.Test.Sdk package from 15.9.0 to 16.9.4 . However the tests are still failing. The "Test" step now indicates it is using "Test Execution Command Line Tool Version 16.7.1" while it used to be 16.0.1 .

While updating the test project is a good thing to do in any case, it still doesn't solve the timeout issue we are encountering. We will need to dig more into it.
