This makes a few minor enhancements to our simulated slung payload

  • slung payload is affected by wind (also affected by the SIM_SLUP_DRAG parameter)
  • slung payload sends position updates to the main vehicle at 10hz (was 5hz)

These have been tested in SITL (and as part of PR #27783) and below is a screen shot when the wind is coming from the East at 4m/s

rebased on master to (hopefully) resolve the stalled CI check
