refactor: use suppress_tracing from openinference-instrumentation #2700

The implementation for suppress_tracing has moved to openinference-instrumentation. This adds openinference-instrumentation as a dependency and aliases openinference.instrumentation.suppress_tracing as phoenix.trace.suppress_tracing.
