Chernarus CUP & RHS mission

When merged this pull request will:

• Add scenario on Winter Chernarus
  • 7 police bases in Chernogorsk, Elektrozavodsk, Zelenogorsk, Solnichny, Vibor, Gorka and Krasnostav
  • Jail in Chernogorsk centre, near the tank monument
  • 24 stash locations around Chernarus (most like original from Arma 2)
  • 12 start locations from original from Arma 2
  • 2 black spots where death is more likely than wherever else (Stary Sobor and famous Chernogorsk road stone)
• Some custom content in-scenario
  • Police UAV unlocked after 30 points (will be added to framework at some point)
  • ArmaForces Stretchers for healing in bases and hospitals
  • Air assets on airfields and not only there (and civilians can fly them too sometimes)
  • Custom built prison by @Renchon
  • 2 custom black spot signs
