Using a non-public method there is a way to trigger activationHooks in specs, allowing us to actually reliably use this again. See AtomLinter/linter-jscs#295 for details.

atom/atom#13200 introduces an interesting new hook that might be a good candidate for packages that need more than a simple language hook (like linters with configurable scopes).
