Review NavMenuItems strings

• Apps is not about apps, it's about surfaces
• Settings is not appropriate, because the whole app/window is about settings

@Jay-o-Way How should we change these two points? Do you have any good suggestions? We can define the string directly in xaml for the time being and update it in resw later.
